Nanyang Wolong comprehensive bonded area was formally approved by the State Council on December 2014, 2, and located in the north of Nanyang photoelectric industry agglomeration area. This is the second comprehensive bonded area established by Henan province after the comprehensive bonded area of Zhengzhou and Xinzheng.

A comprehensive free trade zone by the customs with reference to the relevant provisions for the management of comprehensive bonded area, bonded port implementation of Taxation and foreign exchange policies in the bonded areas, export processing zones, bonded logistics zone, the port function, can develop international transit, distribution, procurement, trade and export processing business.

In December 29, 2015, Nanyang Wolong comprehensive bonded zone of Henan Province, successfully passed the acceptance of pre inspection team, to meet the national formal acceptance, closed the operation step. In December 30, 2016, Nanyang Wolong Comprehensive Bonded Zone officially closed the operation.

The comprehensive bonded area and bonded port area are the special open areas with the highest level of opening up, the most preferential policies, the most complete functions and the most simplified procedures. The difference between the word and the bonded area, but the function is more complete, it integrates the original free trade zone, bonded logistics park, export processing zones and other export-oriented functional areas, become a more open form, but also more in line with international practice.

The comprehensive bonded zone is established in inland areas has bonded port function areas under special customs supervision and customs by reference to the relevant provisions on the management of a comprehensive free trade zone, the bonded port area, implementation of Taxation and foreign exchange policies, in the bonded zones, export processing zones, bonded logistics zone and port function, can develop international transit, distribution, procurement, trade and export processing business. According to the existing policy, customs bonded area closed to the management of foreign goods entering the bonded area, bonded area management; other domestic goods entering the bonded area, shall be regarded as the exit; at the same time, foreign trade, foreign exchange management department to implement the relative preferential policies of free trade zone. Port enterprises to carry out operations in the comprehensive bonded area, customs, commodity inspection departments to inspect the goods in the park, at any port (seaport or airport) customs export, do not need to be checked out of the box.
